  • Checks that all documents received from loan applicants are in order as per the checklist,
  • Gathers relevant information (credit information, property estimation report, legal opinion, etc.) that is needed for doing a credit analysis,
  • Prepares loan contract, and register them with the concerned organ after the contract is signed by the branch manager,
  • Follows-up on the repayment of loans in line with the terms of the contract,
  • Perform other roles assigned to him/her by the immediate supervisor
Requirements: BA in Accounting/Banking & Insurance/ Banking and Finance with 3 years of experience on credit in banking operation.

Institutional relations: He/she manages relations with the main institutional donors and with potential ones.

He/she represents COOPI in the country/area by engaging in relations with institutions, NGOs, local and international organizations and partners. He/she also is responsible of the organization’s reputation in the country.

Strategy and planning: He/she verifies and proposes to the AM/DCC the intervention priorities to consolidate the organization’s opportunity to be more involved in the country. He/she contributes to the definition of the Country Strategy and proposes the country planning (projects and coordination).

Projects’ management: He/she coordinates and directly monitors projects, guaranteeing the correct

implementation in conformity with the contractual obligations and donors’ procedures, and in line withCOOPI’s procedures and management standards. He/she coordinates the elaboration, writing and documents’ preparation for presenting new projects, referring to the AM/DCC and the headquarters support offices. He/she is responsible for the preparation of projects reports and all the monitoring documents requested by the central headquarters. He/she ensures the transmission of all official and administrative project documents to the central headquarters.

Country office management: He/she is responsible for all different aspects related to the country office management: economic and financial situation, local regulations, office organization charts, logistics, local and expatriate personnel management, in conformity with the organization’s guidelines. He/she guarantees the respect of the country’s legislation and administrative regulation.

Staff management: He/she is responsible for the local staff management. He/she supports upon request the AM/DCC and the Human Resources office in the selection of the expatriate staff. He/she coordinates and monitors the country’s expatriate staff management.

Safety: He/she is responsible for the expatriate staff security, for the correct implementation and respect of the general security rules.

Economic and financial management: He/she is responsible for the country’s economic result. He/she supervises the financial management and ensures – through the administrative function – that all financial reporting deadlines and donor/COOPI’s procedures are respected. He/she participates to the projects/coordination budget preparation. He/she has the signature for all COOPI’s bank accounts in the country.

Visibility: He/she cooperates with the Communication and Fund-Raising office for all communication, awareness and fund raising activities implemented in and for the country.

REQUIREMENTS

  • Degree in Climate Change, Disaster Risk Reduction and Management, Agriculture or Sustainable Development and Sustainable Agriculture or a related field or equivalent work.
  • Minimum 5 years experience in the humanitarian field and in a similar position, with a track record of success and results achieved;
  • Previous experience with an international humanitarian NGO;
  • Previous working experience with main donors (specifically EU) is mandatory
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management.
  • Strong analytical and practical problem-solving skills;
  • Strong supervisory abilities, and demonstrated capacity of teamwork and of coordination with the relevant actors;
  • Very good inter-personal and writing communication skills;
  • Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints;
  • Proficiency in written and spoken English;
  • Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
  • Valid driving license.

Purpose of the Assignment

The purpose of the assignment is to undertake overall diagnostic assessment of C4D programming in UNICEF Ethiopia Country Office and to develop operational guideline for the Country Programme period (2016-2020).

Assignment Tasks

Objectives

  • Undertake in-depth review of the C4D results framed in the current Country Programme Document (CPD) (2016-2020), strategic approaches, interventions, and sectoral and cross-sectoral C4D platforms /delivery systems
  • Develop C4D results logic/Theory of Change based on analysis of bottlenecks related to behavioural change and demand generation priorities identified by each programme section (Health, Nutrition, WASH, Education, Child Protection, Gender, Social Policy and Social Protection)
  • Based on review of mapping of strategies and interventions develop C4D intervention package and monitoring/tracking tools towards achieving the behavioural results
  • Identify complementarities and convergence across sectors that can be maximized at different stages of C4D strategy development and planning, implementation, multi-media material development and delivery
  • Develop operational guidance for cross-cutting functions in alignment with the global benchmarks of C4D programming

Owners of the study and use of the findings

  • The assessment findings and the operational guidelines will be primarily owned by the C4D Technical Working Group (TWG) co-led by the Deputy Representative and C4D Specialist in Planning and Monitoring Unit (PMU). The TWG comprised of C4D Specialists and Regional C4D focal persons will use the guideline in planning, implementation, monitoring and evaluation and documentation of C4D.
  • The findings and the guidelines will also be shared with Section Chiefs, Chiefs of Field Offices and Emergency Coordination teams during scheduled Country Management Team (CMT) and Programme Management Team (PMT) meetings to ensure management support to the implementation of the guidelines.

Scope of the study

The key questions for the C4D assessment and diagnostic include but not limited to:

1. To what extent evidence based C4D interventions are hindered / or can be expanded in the current UNICEF ECO Country Programme (2016-2020)?

  • What are the major opportunities and what are the bottlenecks for evidence based and scalable C4D programming in UNICEF ECO?
  • How can evidence based C4D be practically and fully mainstreamed and efficiently budgeted during planning and programme development processes (including regional situation analysis, Annual Work planning and new programme development)?
  • What is the CPD’s theory of change for achieving C4D results?
  • What should/would be a proposed package programme interventions towards achieving CPD results?
  • How can evidence based C4D be fully mainstreamed and efficiently budgeted during planning and programme development processes; including regional situation analysis, Annual Work planning, and new programme development?
  • How best are / can key cross-cutting partnership such as Health Extension structures, religious institutions, media and in and out of school platforms, established, coordinated and managed?
  • What are the proposed functional modalities and processes for section contribution and management of funds?
  • In the existing mainstreamed C4D structure, what are the feasible modalities for assessment, planning and delivery of coordinated capacity building action for internal staff, government counterparts and CSO partners at federal and regional levels in alignment UNICEF’s Capability Development Framework[1]?
  • How can emergency C4D preparedness and response actions be coordinated and sustained in alignment with the Communication?
  • What frameworks should be put in place for monitoring and measuring effectiveness of C4D interventions, documentation and sharing of good practices?

Methods

The methodology will mainly rely on review of key documents and consultation with various UNICEF teams including ECO management, C4D Technical Working Group (TWG), programme sections and field offices.

The consultant is expected to identify the methodology and the tools to undertake both the desk review and consultation components. The methodology and tools will be finalised at the time of the development of the inception report and after meeting stakeholders and relevant counterpart.

Qualifications of Successful Candidate

Education

Advanced University degree in Communication, Social/ Behaviour change communication, health promotion, or relevant social and behavioural sciences.

Years of relevant experience

10 -15 Years of progressive work experience in programme Communication/C4D, with strong experience in behavioural and operational analysis, theory of change development, and design of country office wide C4D strategy and guidance of r cross-cutting programmes in international contexts.
