Duties & Responsibilities:

  • Translate in Italian language all the expenditures’ list per donors based on their format;

  • Monitoring and arrange all the documents for the Italian auditor including translation into Italian language;
  • Support the Administrator on monitoring that the project is staying within budget and discuss with the Program Officer and with the Administration and Financial Head if it needs variations from Italian Ministry of Foreign Affairs
  • Compile variations format as per rules and regulations of the Italian Ministry of Foreign Affairs including translation into Italian language
  • Provide support to program team in the preparation of plan, budget and implementation of planned activities;
  • Follow up if the budget needs adjustments and inform the management in time for revision;
2. Finance analyses
  • Analyze budget and project’s expenditure analysis monthly, quarterly, six monthlies and annually, according to CVM’s Italian HQ and Ministry’s requests;
  • Inform CR in Addis and to CVM Italy timely in Italian language;
  • Undertake cost benefit analysis based on project projection
3. Reporting
  • Prepare financial reports with breakdown according to rule and regulation of Italian Ministry with breakdown and notes in Italian language, analyzing the expenditure and balance for remaining activities to conduct
4. Field analysis
  • Spend time in field visits to project areas and financial impact analysis according to donors regulation;
  • Support the Finance head on secretaries trainings on administration management, documents, protocol in relation to the Ministry’s rules and regulation.

Pump Technician

Purpose of the position:

Well head construction, generator and pump installation, pump test, water supply system checkup, Perform vehicle operation of EM crew and drilling crew as required.

Major Responsibilities

  • Well head construction and pump installation, pumping test, generator installation and commissioning,
  • water supply system checkup and EM equipment commissioning,
  • Collect  water sample for water quality analysis and maintain records;
  • Handle with care and efficiency all properties and tools.

Job Requirements

  1. Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational level required:  10+1, 10+2, 10+3 or 10+4 TVET in Auto electricity,
  • Technical Training qualifications required:  Auto electricity  and Auto mechanics, general mechanics, electro mechanics,
  • Experience:  experiences in EM works particularly Well head construction (concrete work), generator and pump installation, pump test > 7 year and driving capability mandatory. For all experiences valid evidence is required.
  • Preferred: 10+3 ,  10+4 (Auto electricity)
  • Other: NGO experience in is preferred.

M&E Data Management Officer

Job Purpose

  • To manage all Nutrition Emergency projects data, compile analyse and report regularly to the relevant government sectors, donors as well as for Concern internal consumption.
  • Ensure Emergency Programs are designed and implemented adhering to Concern’s PCM standards and M&E guideline procedures
  • To provide technical support for emergency projects staff in design implementation monitoring and evaluation.

 RESPONSIBILITIES

  1. Develop emergency projects M&E plans as indicated on the project proposal and ensure that the plan is designed in line with Concern’s PCM and M&E guidelines. 
  2. Provide technical support to ensure the emergency projects data and relevant documents are up to the required standards as set in the Project documents M&E plan and donner requirement. 
  3. Support the program to have appropriate baseline information  and contextual analysis when required
  4. Make sure all the reports and data from all nutrition sites collected and integrated in to central data base at field office.     
  5. Manage the area office data base including collecting all program data from nutrition team leaders and entering into database, analyse and share it with relevant officers, team leader and managers at a regular basis.  
  6. Produce monthly progress report, quarterly report, midterm report, project terminal report and annual report as per internal, government and donor reporting templates on timely manner.
  7. Provide on timely feedback to the program, how the project is progressing in terms quality and performance indicators.
  8. Support projects and Programmes to development M&E plan in-line with the project document and organizational M&E system.
  9. Facilitate and conduct regular monitoring and evaluation to the project and support programme/project to implement the recommendation from evaluation and reviews.
  10. In collaboration with the team leaders and managers plan and Facilitate annual Learning review of programmers and support functions
  11. With a guidance from M&E adviser prepare a summary of annual learning review reports and disseminate to relevant departments and partners
  12. Take part in case studies with a guidance from the M&E adviser. 
  13. Perform any other duties assigned by the line manager

Job Requirements

 

QUALIFICATION AND EXPERIENCE

Essential

-  BSc degree or Diploma Economics, Sociology or related fields with minimum of 5 years and 8 years’ experience respectively in monitoring, evaluation and data management

-  Experience of working with and through  partners

-  Minimum of  2 years NGO Experience

Desirable

-  Profound experience in monitoring, evaluation, data management and cross cutting issues, preferably in NGO

-  Strong professional initiative, self-confidence, oral communication and interpersonal skills

-  Computer literate in using statistical software like SPSS, MS Excel, MS word, MS PowerPoint

-  Undertakes review and analysis of data and information collected through survey, assessment and monitoring & evaluation.

-  Fluent spoken & written English,

Strong report writing and facilitation skill

Monitoring and Evaluation Officer (M&E Officer)

Introduction

The position offered will form part of the team for CMAM-surge project on improvement of Health facilities’ ability to cope with different seasonal spikes of SAM and other related childhood illnesses. This is an 18 months project starting from July 2017-Jnauray 2018. The project is implemented in an integrated manner with the existing government health system to build the capacity of health facility that will enable timely response to various surges or seasonal peaks of malnutrition.  

JOB SUMMARY

The Monitoring and Evaluation Officer is responsible for supporting the Concern CMAM Surge team in the monitoring, implementation and evaluation of activities through data management (data entry, collation, analysis, interpretation and reporting), developing, updating and maintaining databases and proper project documentation. The job holder will be responsible for documentation and sharing of key learning for the improvement of the project.

MAJOR RESPONSIBILITIES

Will be responsible for: 

  • Support overseeing the periodic assessments including baseline, midterm and end line evaluation on CMAM Surge, and periodic Health Facility work.
  •  Liaising with Concern M&E and other partners to maximise the benefits of data collection and analysis and reporting.
  • Provide technical support on M&E and evidence-based recommendations to the relevant Project Manager and Partners
  • Support partners and consultants in conducting baseline surveys , mid-term review and final evaluation.
  • Designing tools, checklists and schedules for collecting data at the input, output and outcome levels in association with the relevant programme staff and the changing needs and requirements of CMAM Surge project
  • Undertaking data collection directly or in conjunction with project and local staff as required
  • Support in the writing and compilation of weekly, monthly, quarterly, midterm, annual narrative and end of project reports
  • Prepare and report on M&E’s activities and plans of action at Concern meetings and other related platforms for information sharing.
  • Support PQA team, researchers in designing and disseminating research studies by providing relevant input.
  • Organising  quarterly Monitoring and Evaluation group meetings
  • Organising monthly and quarterly field monitoring visits by the project Monitoring and Evaluation group, preceding the quarterly Monitoring and Evaluation group meetings.
  • Carrying  out routine field visits, visits preceding baseline and end line surveys to collect data for potential case studies, taking progress monitoring photos
  • Update the weekly activity trackers in order to feed into the  M&E component of the monthly field progress report    
  • Reporting  the findings or trends from data analysis and identifying the need for further analysis or evaluation as required
  • Coach and mentor programme and field staff  in M&E methods as required
  • Share learning from M&E process and document case/success stories overall programing share with the wider team
  • Work collaboratively with different programmes for strengthening integration and cross-learning.
  • Any other M&E duties that may develop over the duration of the contract.
  • Monitor programme activities to ensure they are carried out in line with organization’s internal systems and procedures and that adherence to the Core Humanitarian Standard’s commitments on accountability are met.
  • Ensure program mainstreaming of crosscutting issues across the Project Cycle Management.
  • Provide technical support on crosscutting issues mainstreaming to Project staff and stockholders.

ACCOUNTABILITY

M&E officer is accountable to the program manager and will liaise closely with the Area coordinator, Health and Nutrition Coordinator, Emergency Program Director and SPOs. Timely accomplishment of assigned job tasks, timely and accurate reporting (weekly, monthly, quarterly, bi annual and annual) and Performance Development Reviews shall be the main means of assessing performance.

Job Requirements

Education and aptitude:

·         BSc’ degree or Diploma in  public health, nursing and other related  discipline with Minimum 5 years’  and 8 years experience respectively  

·         Experience in monitoring and evaluation of health and nutrition with at least 03 years with some    international organisation.

·         Experience in crosscutting issues mainstreaming in PCM ; Gender, HIV and AIDS , Accountability

Additional

She /He must also have:

·         Understanding of the current M&E trends and especially M&E systems in CMAM program.

·         Have profound skill on Analytical and research. 

·         Excellent computer knowledge with command on MS Excel among other packages of MS Office.

·         Willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders

·         Excellent interpersonal and communication skills, facilitation skills and writing skills

·         Time management and ability to prioritise multiple tasks, Self-motivated person able to work without close supervision.

Job related experience and knowledge:

 ·         Demonstrated experience in monitoring and evaluation. CMAM related experience is an added advantage.

·         Demonstrated experience in developing/designing, implementing, monitoring and evaluating plans and associated quantitative and qualitative tools

·         Demonstrated experience in integrating gender, HIV and AIDS, environmental protection, accountability other cross cutting issues into public health promotion.

·         The logical framework approach and other strategic planning approaches

·         Information assessment, analysis and report writing skills

·         Managing partnerships especially Local Government

  • Makes sure all perishable goods and stationery materials that are received by the store are of the appropriate type and amount and prepares the document accordingly
  • Receives purchased goods by comparing with the purchase document and prepares the necessary documentation
  • Receives any old or damaged perishable goods and stationary materials from different departments directly or indirectly; if there is any difference, he/she will notify their line manager
  • Hands over requested materials after checking all the necessary requisition and approval processes are followed.
  • Keeps the warehouse clean, tidy and organized at all times.
  • Provides monthly, quarterly and annual reports to his/her line manager on the overall operations of the warehouse.
  • Conducts daily job in line with environmental regulations and by following quality procedures.
  • Submits SAP requests for HR function.
