CRS/Ethiopia is the lead agency of the Food for Peace (FFP)-funded Joint Emergency Operation (JEQP) an emergency food distribution program targeting transitory or acutely food insecure households in 70 woredas in Amhara, Oromia, SNNPR and Tigray regions. On average, JEOP serves as a food assistance pipeline for up to 33% of the emergency-affected parts of Ethiopia with an average caseload of over 1 million people. The current award began in 2012 and will continue through July 31, 2019. Other participating consortium members include CARE, Food for the Hungry, Relief Society of Tigray (REST), Save the Children and World Vision. CRS further implements its activities through Hararghe Catholic Secretariat (HCS) and Meki Catholic Secretariat (MCS).

CRS seeks a qualified candidate to serve as the Cash Specialist to manage pilot cash transfer activities that will be implemented by local partners under the JEOP. The position will be responsible for coordinating all elements of the implementation of the pilot cash activities, liaising with partners and building partner capacity on cash transfer, documenting learning from the cash pilot, leading the CRS Ethiopia Cash Working Group, and representing CRS Ethiopia’s cash programming under JEOP at key national and international fora.

The Cash Specialist reports directly to the JEOP Deputy Chief of Party for Program Quality.

Job Summary: The Cash Specialist will support cash programing in JEOP operational areas principally in Amhara and Oromia Regions. However, programming may expand to include activities in Tigray and SNNPR. S/He will lead development and implementation of the cash pilot under the JEOP in strong collaboration with local partners.

Job Requirements:

Education and Experience

  • Masters or Bachelor’s Degree in business management, international development or other relevant degree preferred, or equivalent relevant experience.
  • Minimum of six years progressive work experience for Bachelors and three years for Masters, preferably with humanitarian interventions in NGO’s.
  • Previous experience with market based or cash interventions required.
  • Proven experience leading a team highly desirable
  • Substantial budgeting, budget/expense analysis, and accounting experience.
  • Knowledge of the relevant public donors’ regulations preferred.
  • Knowledge of local law in the area of taxation and local regulatory reporting procedures.
  • Knowledge of SPHERE/SEEP/Good Enough standards
  • Proficiency in using MS Windows and MS office packages (Excel, Word, PowerPoint), information management systems.

Land Investment for Transformation Programme (LIFT)

1.1. Overall Project Objective:

The overall project objective of the Land Investment for Transformation Programme (LIFT) is to improve the incomes of the rural poor in Ethiopia.

1.2. Project Purpose:

The project purpose of the LIFT is to increase land tenure security through second level land certification (SLLC) and improved rural land administration systems, maximising benefits to small holder farmers through a making markets work for the poor (M4P) component, in the four states of Oromia, Amhara, Tigray and the Southern Nations, Nationalities and Peoples Region (SNNPR). At the national level the project will work with the Government of Ethiopia to ensure the transparency of land allocation, commercial land investment procedures and other policies and procedures are consistent with international good practice and human rights commitments.

2.1 Purpose of the Role

A cross-cutting aim of the LIFT programme (Output 4) is to facilitate the improvement of policies and institutions within the rural land sector through undertaking various research in thematic areas that LIFT is engaged in and using the outputs of these as evidence based research to formulate regulations, procedures, strategies and plans to improve functioning of land sector as well as enabling the Government of Ethiopia to make informed decisions on land governance . Such research topics LIFT has undertaken includes the following:

  • Land Certification: Produced an advisory paper on environmental considerations and how to improve the land certification process and guide programme and GOE implementation
  • Land Administration: Developing a standardised framework to manage procedures for land transactions for LIFT’s Regions and having these adopted and implemented by the Government of Ethiopia : Developing a costed implementation plan to address priority transparency areas in land administration
  • Land Regulations: Examining the economic impact of differences between the proclamations from the Oromia and Amhara region with regards to land rental agreements have on smallholder farmers, measured in terms of income, value of their land, and security of tenure.
  • Market Development Approaches: Developing a Communications strategy to promote land rentals in Ethiopia

2.2. General Job Description

The responsibility of the consultant will involve two key areas:

  1. Development of a Communication Strategy and framework to enable LIFT to facilitate the development and communication of regulations, procedures, strategies and plans to improve functioning of land sector

The consultant will be responsible for developing a communication framework and strategy to ensure that research activities undertaken by the programme can effectively be used to improve the regulatory framework within Ethiopia. While this focuses on Output 4, it is important to note that the communications strategy and framework must extend beyond Output 4.

The consultant’s responsibilities will include the following:

  • Undertake an assessment of LIFT’s current approach to dissemination of relevant research findings and knowledge and identify any gaps within this.
  • Identify key actors and stakeholders to whom LIFT should disseminate research findings in order to influence regulations and policies, as well as current development thinking on land certification, administration and market development approaches to catalysing household income generation through land certification, and assess their data needs.
  • Identify appropriate mechanisms through which LIFT should disseminate research findings and information to the key actors and stakeholders, and tailor these as required for each type of knowledge product.
  • Develop relevant communication tools in coordination with the LIFT Programme Team.
  • Produce a communications strategy that is aligned to the programme theory of change and log frame.
  • Carry out a diagnostic of all internal and external communications, strategies and procedures for all LIFT components and make recommendations.
  • If required (based on the recommendations of the previous activity), draft terms of reference for the development of a knowledge management strategy.

  • Monitoring and Evaluation

The consultant shall also be responsible for developing a monitoring framework and relevant tools to track and measure the uptake, impact and effectiveness of LIFT’s various knowledge products and advocacy efforts on Government of Ethiopia policy and regulations and the international knowledge base around land certification and administration. This will include the following activities:

  • Assess the processes and mechanisms through which the programme currently monitors the impact of its activities under Output 4.
  • Develop appropriate indicators and tools to measure LIFT’s target reach and results at the policy and regulatory levels based on research and knowledge products that are disseminated.

2.3 Deliverables

  • Communication strategy paper with clear mechanisms of how information can be effectively disseminated and relevant tools and which is aligned with LIFT’s theory of change and log frame.
  • Terms of reference for the development of a knowledge management strategy.

  • Location of Work

The consultant will be based in Addis Ababa and provide some remote work.

2.4. Lines of Reporting

The Expert will report to the M&E Manager.
