The primary goal of project is to support strengthening the national routine immunization program through support on advocacy and communication, generating demand for vaccines, improving vaccination coverage, optimizing vaccine impact, new vaccine introduction, improving data management, and improving equity of access to immunization services to reduce illnesses and deaths from vaccine-preventable diseases. The Regional coordinator will be seconded to Afar regional health bureau based in Semera, Ethiopia.

PATH seeks to recruit a Regional Project Coordinator for Immunization who will work as part of a Technical Support Team, and will provide technical assistance to Afar Regional Immunization team, Lead the facilitation of advocacy workshop for the leaders in the project districts, including the regional social mobilization committees, Ensure effective documentation. Document best practices and lessons drawn by the initiative in the implementation district, overseeing the implementation of the project at specific districts and supervise project staffs in the region. The Regional Project Coordinator will be based in Semera. S/he should be fluent in Afar language.
Specific duties and responsibilities

  • Provide support to the regional health bureau in planning, implementing and monitoring different SIAs/NIDs activities.
  • Provide support to the regional health bureau in planning, implementing and monitoring EPI routine activities.
  • Provide support to the regional health Bureau in strengthening coordination among all EPI stakeholders.
  • Provide comprehensive EPI technical assistance to the regional health bureau.
  • Facilitate and participate in some of the activities conducted by social mobilization committees’ members in the field (market places, mosques, schools, wedding ceremonies, women forum, and party forum).
  • Constantly communicate and maintain relationships with the
  • Regional Health Bureau, Zonal Health Departments and Woreda Health Offices as well as Social committee influential members.
  • Work closely with the regional health Bureau and lower level structures in identifying critical gaps/challenges in selected districts(project areas).
  • Lead the facilitation of advocacy workshop for the leaders in the project districts, including the regional social mobilization committees.
  • Ensure effective documentation. Document best practices and lessons drawn by the initiative in the implementation districts.
  • Lead the facilitation of orientation workshops to the social mobilization committee members and prepare reports.
  • Participate in production of IEC materials (poster and brochures) and facilitate their distribution to the project sites.
  • Coordinate overall demand generation support provided to specific districts in the region.
  • Oversee the implementation of agreed demand generation initiative activities in selected districts.
  • Work closely with project team and supervise district level project staffs.
  • Lead baseline assessment visits to the newly selected districts.
  • Conduct quarterly review meetings with the project sites.
  • Provide regular monitoring to the project.

Job Requirements:

Required Experience

  • Bachelor’s degree in Public Health Officer or BSc nursing and having master’s in public health is an asset.
  • Minimum five (5) years’ experience in public health programming, with particular experience in the area of immunization and maternal/ child health programs.
  • Proven ability to create and maintain effective working relationships with government, partners, donors and international organizations at various levels.
  • Experience in facilitating meetings and moderating complex discussions with a variety of stakeholders (including religious and clan leaders) preferred.
  • Ability to be effective in high-pressure situations, handles multiple tasks simultaneously, and set priorities and work under minimal/ remote supervision.
  • Skilled in successfully working with geographically dispersed teams and working in a multi-cultural environment.
  • Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams.
  • Knowledge of the political, social, economic, and cultural context of Somali region.
  • Excellent analytical, written and oral communication skills.

The advisor is reporting to the manager of a new project for vocational training and food security in Kassala and Gedaref.

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is implementing a new project in Kassala and Gedaref. The project aims at improving the livelihoods of the local population and refugees alike in two areas of intervention:

  1. Supporting the government and the private sector in improving the quality and availability of market-oriented vocational training for young women and men;
  2. Supporting small industry unions in providing business development services (BDS) for employment-oriented growth of small and medium- sized enterprises.

The advisor will support the project in the second field of intervention. The advisor will be based in Gedaref/ Kassala. The position will require regular travel within Sudan.
Responsibilities include:

  • advising public and private entities (including small enterprises) on issues related to employment- oriented private sector promotion
  • planning and organizing capacity development measures on management and organizational development for the small industry unions in Kassala and Gedaref as well as relevant public institutions

  1. Background

Catholic Relief Services(CRS/Ethiopia) seeks to hire a consulting firm to carry out a joint value chain/market system analysis for two new projects - the USAID Feed the Future (FtF) funded Ethiopia Livelihoods Resilience - Oromia (LRO) and USAID’s Office of Food for Peace (FFP) funded Development Food Security Activity (DFSA), also known as the Ethiopian Livelihoods & Resilience Program (ELRP). Both programs are implemented in Oromia regional state, with CRS’ DFSA also working in Dire Dawa Administrative Council. The two projects share four woredas.

The value chain/market systems analysis covers fourteen woredas in Oromia Regional State and Dire Administrative council.

  1. Objectives of the Consultancy

The consultancy should address the below objectives;

  1. Identify potential crop value chains suitable for project beneficiaries (especially women and youth).
  2. Identify and analyze the business opportunities and potential of the crop value chains

iii. Identify analyze constraints/bottlenecks across the crop value chains

  1. Identify key actors/stakeholders/supporters/ of the crop value chains from input supply to consumption.
  2. Design strategies for developing and upgrading the value/market chains of the selected value chains
  3. Develop business plans for HH to engage in identified crop value chains

vii. Identify actionable interventions for project to improve competitiveness of the crop value chains.

viii. Analyze the regional (Oromia, Dire Dawa) and national policy frameworks for crop value/market system/ development.

  1. Methodology

The consultant will apply appropriate sampling procedure to identify respondents for collecting data and information. (S)he will employ both qualitative and quantitative, data collection and analysis methods to conduct the market systems/value chain/ assessment.

  1. Deliverables/Expected Outputs
  • Inception report with detailed methodology.
  • Sharing interim report to CRS (LRO and ELRP/DFSA) project teams.
  • Presenting the value/market chain analysis fining to validation workshop participants and incorporating validation. workshop comments and with recommendation.
  • Beneficiary selection criteria for targeting HHs for the selected value chains development/upgrading.
  • Zonal level market systems/value chain/ analysis reports for all ELRP/DFSA and LRO targeted zones.
  • Final report with priority value chains, model business plans and value chain upgrading/developing/ strategy/development strategies tailored to the needs of women, men and youth.
  1. Personnel Requirements and Qualifications

5.2 Lead firm: The lead firm should have at least three years’ experience of conducting in-depth livelihoods and value chain/market system analyses in developing world and preferably in rural Ethiopia, and with skills to identify priority crop value chains.

5.2 Lead consultant: The lead firm should have a value chain expert to act as a lead consultant with at least three years’ experience of conducting livelihoods and value chain/market system analyses. The lead consultant should have at least a Master’s degree in any one of the following professions of agriculture, economics, marketing, business or any other relevant professional areas. S/he should also have the experience to work with tools and approaches for conducting value chain/market system analysis and skills to manage a team of researchers in carrying out the assessments.

Additional qualifications;

  • Fluency in English and Oromiffa (Writing and speaking)
  • Demonstrated experiences in both quantitative and qualitative data analysis
  • Ability to produce high quality work under tight timeframes
  • Ability to work jointly with project team and integrate feedback as required

5.3 Team members: The lead consultant will manage a team of four researchers who should all have at least a Bachelor’s degree and at least five years’ work experience, preferably in conducting livelihoods and value chain/market analyses. The team will comprise one member with professional background and experience in agriculture, second with business including small-to-medium enterprises, third with livelihoods, and the fourth with social science that might include economics, gender studies, sociology, psychology and any other closely related field of studies.

  1. Key working relationships

Internal: The consultant will be managed to the Market Systems/Value Chain Advisor. In addition, the consultant will work closely with the CRS LRO and ELRP/DFSA technical teams, COP and DCOP for ELRP/DFSA and LRO.

External: The consultant will facilitate a validation workshop for CRS, partners and stakeholders.

  1. Place of performance

The assessment will take place in Addis Ababa, Oromia region and Dire Dawa Administrative Council, including their zones, woredas and selected kebeles.

  1. Duration of the consultancy

Expected start date: September 21, 2017

Expected completion date: November 13, 2017.

The Regional coordinator will be seconded to Afar regional health bureau based in Semera, Ethiopia.

PATH seeks to recruit a Regional Project Coordinator for Immunization who will work as part of a Technical Support Team, and will provide technical assistance to Afar Regional Immunization team, Lead the facilitation of advocacy workshop for the leaders in the project districts, including the regional social mobilization committees, Ensure effective documentation. Document best practices and lessons drawn by the initiative in the implementation district, overseeing the implementation of the project at specific districts and supervise project staffs in the region. The Regional Project Coordinator will be based in Semera. S/he should be fluent in Afar language.
Specific duties and responsibilities
  • Provide support to the regional health bureau in planning, implementing and monitoring different SIAs/NIDs activities.
  • Provide support to the regional health bureau in planning, implementing and monitoring EPI routine activities.
  • Provide support to the regional health Bureau in strengthening coordination among all EPI stakeholders.
  • Provide comprehensive EPI technical assistance to the regional health bureau.
  • Facilitate and participate in some of the activities conducted by social mobilization committees’ members in the field (market places, mosques, schools, wedding ceremonies, women forum, and party forum).
  • Constantly communicate and maintain relationships with the
  • Regional Health Bureau, Zonal Health Departments and Woreda Health Offices as well as Social committee influential members.
  • Work closely with the regional health Bureau and lower level structures in identifying critical gaps/challenges in selected districts(project areas).
  • Lead the facilitation of advocacy workshop for the leaders in the project districts, including the regional social mobilization committees.

Mercy Corps is an international non-profit, non-governmental organization operating in the sectors of Emergency Response, Sustainable Rural and Urban Development, and Economic and Market Development. Mercy Corps currently has programs in the Regions of Somali, Oromiya, Addis Ababa and SNNPR, and works through the principles of Accountability, Participation and Peaceful Change. Mercy Corps employs a community-led, market-driven approach as it works with partners at the community, government, private, and research institution levels.

 

Position Title:   LIWAY- Financial Services Advisor (Re- advertised)

 Mercy Corps is one of three partners in a five-year program led by SNV Netherlands Development Organization and funded by the Swedish International Development Organization (SIDA). Entitled Livelihoods Improvement for Women and Youth in Addis Ababa (LI-WAY), the program utilizes a making Markets work for the Poor (M4P) approach to contribute to sustainable poverty reduction and social stability in Addis Ababa. LI-WAY will work to mobilize, catalyze and enable market-based solutions to create jobs and increase income for women and youth.  Mercy Corps will lead financial and market systems development, including the management of a challenge fund. We seek an experienced, thoughtful, analytical, dynamic and flexible Financial Services Advisor to drive implementation of the Financial Services component of this important and ambitious program.

 

POSITION SUMMARY

The Financial Services Advisor will lead the Financial Market Systems Analysis and Information component of the program, ensuring harmonization between this work and that of 1) MC’s broader leadership in this program; 2) other partners within the overall approach and direction of the LI-WAY program; and 3) strategy of Mercy Corps Ethiopia.

 

LI-WAY is a SIDA-funded program that aims to contribute to sustainable poverty reduction and stability for 200,000 women and youth in Addis Ababa. The consortium, led by SNV, additionally comprises Technoserve and Save the Children. The program aims to improve market functions, improve support-service effectiveness  and improve the business environment. MC will lead all activities related to financial services and market information systems, and will manage the Challenge Fund. LI-WAY lasts for five years of which the first eight months will be an inception phase.

 

The Financial Services Advisor will also be a member of the MC Economic and Markets Development (EMD) Team, which uses market systems development to stimulate economic growth to create wealth and jobs for the poorest while maximizing investment from the private and public sectors. As a member of the EMD team, the Financial Services Advisor will contribute analytical thinking and innovative approaches and will support integration and harmony of approaches across all Mercy Corps Ethiopia market-driven programming.  The EMD team is also expected to contribute up to 20% of its collective time towards new program development.

 

ESSENTIAL JOB FUNCTIONS:

The Financial Services Advisor is responsible for management and implementation of MC’s thematic areas of financial systems development.  Key job functions include the following:

 

  • Provide overall management, coordination and leadership to the Financial Services team within the broader MC LI-WAY team
  • Develop, implement, monitor progress of work plans within the Financial Services area that can be adaptively managed
  • Support learning initiative of the program within the Financial Services area for policy change
  • Related to Financial Services area, propose key monitoring and measuring indicators, milestones and plans; monitor and reporting all output, outcome and impact indicators for respective market system(s)
  • Ensure the Financial Services area captures and responds to up-to-date information about market developments within respective market systems and global best practices for Economic & Markets Development.

 

Functions Specific to Inception Phase

  • Build up the Financial Services team: recruit, induct and set the tone for a strong and collaborative team; provide professional and technical mentorship
  • Conduct analysis of market system functions in Addis Ababa in manufacturing and service sectors; assess key challenges to inclusiveness, productivity and efficiency
  • Conduct assessment of financial services sector in Addis Ababa, including understanding constraints related to financial identity, access to financial service, technology to enhance financial inclusion, asset finance and credit innovations and Sharia-Compliant finance
  • Work with the Labor Market Information Systems Advisor to identify areas in which the two areas are integrated and have the most potential for growth
  • Propose strategies for improving market system performance, including making business strategies more inclusive and beneficial to enterprise productivity
  • Support development of learning platform related to Financial Services, to be utilized throughout life of program

 

Functions Specific to Implementation Phase

  • Manage implementation of strategies to facilitate access to finance amongst youth and women in Addis Ababa; boost financial service offerings, ranging from local Accumulated Savings and Credit associations, Savings and Credit Organizations, microfinance services and mobile phone based banking services. Conduct activities to connect young entrepreneurs to financial service providers through methods including, but not limited to, development of inclusive financial services products, market system development through linkage with the IB accelerator platform and engagement with savings and loan associations and microfinance institutions (MFIs).
  • Manage implementation of strategies to strengthen and create linkage between technology providers with MFIs to adopt new technologies and system that can expand outreach of their inclusive financial service to create access to financial service to target beneficiaries.
  • Continuously ensure integration of activities with those of other areas within and outside of Mercy Corps’ leadership.

 

KNOWLEDGE AND EXPERIENCE:

  • Deep understanding and mastery of Markets4Poor approach and Economic & Markets Development facilitation including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating.
  • Familiar with all aspects of the relevant market systems including key actors, micro-financial institutions (MFIs), banks, Insurances, information service providers, inputs suppliers, producers, traders, intermediary and terminal markets governance frameworks (formal and informal); and all support markets and functions;
  • Bachelor’s degree in economics, business administration, agribusiness, or other related field, or commensurate private sector or field experience is required
  • Minimum of 3 years’ experience in private sector or working with other agencies in market systems facilitation, agribusiness or financial services

  • Business minded, entrepreneurial, adaptive, curious, great problem solving skills, unafraid to ask questions, and results motivated.
  • Excellent communication, facilitation and networking skills with a wide range of private, partner and NGO-sector actors
  • Computer literate especially in Microsoft Office (Word, Excel, PowerPoint, Outlook)
