Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Head of SLO (Liaison responsibility to AU, IGAD, UNECA) and Chief of Mission to Ethiopia, the successful candidate will be directly responsible for the implementation of IOM’s programmes and projects in Ethiopia. S/he will work closely with the Chief of Mission to ensure tailored support to the Government of Ethiopia (GoE) in response to its identified priorities in the migration domain. S/he will support the Chief of Mission in closely liaising with key GoE interlocutors and donors to ensure smooth and timely implementation of proposed initiatives.

Her/his main functions will include liaison with external partners (GoE, donors, partners), programme and project development, programme and project management, donor outreach, and direct supervision of Programme Heads of Unit.

The Ethiopia context has a distinctively vast and complex array of interlocutors in both the emergency as well as in the developmental aspects of migration, with multiple and intertwined levels from the Government, the UN and the donor side.

Core Functions / Responsibilities:

  1. In close coordination with the Chief of Mission, establish, oversee and manage, in liaison with senior Government of Ethiopia officials and key donors -- a multi-stakeholder coordination mechanism bringing together policy and program stakeholders from the various entities involved in migration programming in Ethiopia.
  2. Based on this multi-stakeholder mechanism, support the Chief of Mission in holding regular migration dialogue events in Addis Ababa on a range of migration themes with a view to advancing the understanding of the a range of actors of migration issues of relevance to Ethiopia, an important source and destination country.
  3. Coordinate IOM’s engagement with the United Nations Country Team in Ethiopia in close coordination with Heads of Unit in the mission and consultation with the Chief of Mission.
  4. Serve as the IOM Ethiopia focal point for UNDAF (United Nations Development Assistance Framework) related matters, especially for specific migration related programmes and projects as part of the various components of UNDAF.
  5. Ensure sustained engagement with the full range of donors, including multilateral institutions and emerging European funding instruments.
  6. Coordinate, advise on and guide the development and implementation of new programmes and projects on migration management, refugee resettlement and transportation assistance, emergency and post crisis, labour migration, migration and development, migration health and other emerging migration issues such as the nexus between migration, environment and climate change.
  7. Supervise and provide oversight and guidance to the Project Support Unit on matters linked to project development, management and reporting, as well as monitoring and evaluation of projects to ensure an effective Results Based Management approach in all mission programming.
  8. Manage and direct activities that cut across the overall mission programme.
  9. Supervise and provide guidance and support to the mission Heads of Unit and Heads of

Sub-Offices on programme and operations-related matters.

  1. Coordinate programme activities that are common to all sub-offices; convene regular coordination meetings with Heads of Sub-Offices to discuss, prepare and coordinate responses to emerging issues.
  2. Manage IOM’s role in emergency response in Ethiopia, with a particular focus on its role as coordinator of the Emergency Shelter & Non Food Items Cluster (ES/NFI–CC) in Ethiopia.
  3. Undertake in-country and international duty travels for the purpose of programme assessment, technical guidance and evaluation or to represent IOM at meetings of governmental, intergovernmental and non-governmental organizations, as required.
  4. Act as Officer in charge when delegated by the Chief of Mission.
  5. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political Science, Social Science, International Relations, Law or a related field from an accredited academic institution with ten years of relevant professional experience; or
  • University degree in the above fields with twelve years of relevant professional experience.

Experience

  • Experience in the development and/or humanitarian sector at the international level dealing with refugee and migration assistance, emergencies and/or crisis and post-crisis settings, disaster risk management;
  • Sound knowledge of project cycle as well as of monitoring and evaluation;
  • Sound knowledge of financial and business administration and of the principles and practices of management;
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
  • Specific experience working directly for multilateral donors and governments of donor countries is a strong advantage;
  • Good level of computer literacy is essential.

Languages

Fluency in English and French is required.

Our long-term vision is to establish a global movement of strong connected age focused and older people led platforms in every country in the world. Only by collaborating can we achieve a world in which all older people can lead dignified, active, healthy and secure lives. We aim to extend the reach and influence of the HelpAge Global Network to all those in a position to help bring about our vision for older people– including Governments, regional institutions, policy makers, development partners, the private sector, UN organisations and academic institutions. In Africa region we will deliver this through a combination of programme, policy and communications work focused on our core themes of social protection, health and care.

HelpAge International Africa region seeks to recruit a Knowledge Management Coordinator who will be responsible for development and dissemination of high quality learning materials on social protection, health & care as well as humanitarian issues within the region. He/she will work closely with the Regional Programme Manager–Research Evidence and Learning to develop and roll out a region wide M & E and Knowledge Management strategy

Additionally, the post-holder will ensure effective management of M&E tasks within the Irish Aid funded AFFORD-II programme, provide support to the Regional Director and Head of Programmes in collating strategic learning data and resource materials, and support programme teams in development of learning ideas and review of proposals.

The post holder will have proven experience of designing and implementing evidence based learning and knowledge management strategies with high quality analytical and writing skills. Experience of digital data systems and application, experience in developing collaborative partnerships with other organisations, research/ academic institutions as well as ability to develop learning briefs from programme outcomes.
