Position Title: Technical Officer — GHSA Laboratory Support
Location: Addis Ababa, Ethiopia
Reports to: NASTAD Ethiopia Country Director
Terms of Employment: Contractual for one year with potential renewal
Purpose and Description
The Global Health Security Agenda (GHSA) Laboratory Support Technical Officer is responsible to improve laboratory processes in Ethiopia by supporting laboratory diagnostic intake initiatives and providing support and guidance to laboratory staff and stakeholders. This will be a contractual position for one year with possible renewal. Ideal candidates shall have technical background in program coordination and laboratory sciences and be motivated by the challenge of developing and proposing solutions to strengthen the laboratory infrastructure in Ethiopia.
Essential Functions
Under the supervision of NASTAD Ethiopia Country Director, the GHSA Laboratory Support Technical Officer will coordinate and implement GHSA lab related activities in Ethiopia. These will include, but are not limited to:
  • Supporting laboratory diagnostics strengthening in Ethiopia;
  • Assisting with procurement of essential equipment and supplies, including monitoring ordering and shipping, and coordinating clearing customs;
  • Arranging and following up on logistics, conference calls, emails and reporting;
  • Monitoring consultant/contractor compliance to work plans and deliverables;
  • Develop work plan and provide written monthly detailed reports of activity accomplishments, delays and other problems related to the project objectives and activities;
  • Attend project meetings related to activities; and
  • Perform other related activities, as assigned.
Minimum Requirements
This position requires a highly motivated individual with diverse technical knowledge, strong program coordination and organizational skills, and experience working in healthcare and laboratory sciences in Ethiopia. S/he must be able to function independently, be a self-starter, dedicated, and have a strong commitment to excellence. S/he should also exhibit important personal qualities, including resourcefulness, responsibility, tenacity, independence energy, and work ethic.
Education and Experience:
  • Master’s degree in public health, laboratory science& or administration, and/or a bachelor’s degree in laboratory technology or similar field with a minimum of three (3) years of professional experience
  • Experience with infectious disease laboratory diagnostics preferred
  • Prior experience working in Ethiopia preferred
Skills and Knowledge:
  • Ability to establish working relationships with diverse groups, as well as the ability to work independently
  • Demonstrated capability to handle multiple tasks under tight deadlines
  • Knowledge of Microsoft Office applications with proficiency in Excel, Word, and Outlook
  • Fluency in English required
  • Travel to regions of Ethiopia for approximately 20% of the time required

Purpose and Description
Based full-time in the NASTAD Ethiopia office in Addis Ababa, this contract position provides operations support to Finance and Administration department, including procurement, cash handling, customs clearance and other logistics implementation and documentation activities. The Administration & Logistics Assistant reports directly to the Finance and Administration Manager.
Essential Functions
  • Disperse funds from petty cash and prepare requests for reimbursements of the fund; record payments and insure the appropriateness and accuracy of all receipts before replenishment
  • Cash checks and manage money for specific NASTAD Ethiopia activities and purchases that exceeds the amount limits on petty cash fund
  • Be responsible for obtaining pro forma, cashing purchasing check, making approved purchases, and distributing equipment, stationery materials, and other necessary supplies
  • Maintains an accurate and current inventory of all NASTAD Ethiopia property; submits monthly inventory reports for review before sending to NASTAD Head Quarters
  • Keep regular inventory, of commonly used office supplies and submits purchase request for approval when necessary
  • Purchase and distribute monthly mobile phone and internet cards to eligible NASTAD Ethiopia staff
  • Collect monthly timesheets, compile for NASTAD Ethiopia Country Director approval, and files; ensure that personnel files are maintained and updated regularly
  • Maintain positive relationships with vendors, and manage contact database of vendors, partners, and hotels and conferencing facilities
  • Arrange travel for staff including preparing itineraries, reserving hotel accommodations, and booking air tickets when directed by Finance and Administration Manager or Country Director
  • Clear imported items in the name of NASTAD Ethiopia, by communicating air cargo/Djibouti port and Customs offices and clearing agents.
  • Archive reports, contracts, policy documents and others documents for easy identification and reference
  • Arranges for the repair and maintenance of office equipment and vehicles, annual vehicle inspection and registration
  • Control the fuel usage and refilling of all vehicles
  • Collect, analyze and file monthly vehicles and motorbikes log sheets
  • Regularly checks post office box
  • Perform office duties such as photocopying, scanning, faxing, reception, mailing, and preparation of meeting and training materials
  • Other related duties as assigned by the supervisor
Minimum Requirements
Education and Experience:
  • Bachelor’s degree in accounting, management and other related field of study
  • Three (3) years relevant work experience, preferably in a community- based organization or an international non-governmental organization with cashier, accountant, or administrative responsibilities
Skills and Knowledge:
  • Highly developed organizational skills with great attention to detail

The Project/Program officer at FHAPCO will be responsible for managing and coordinating the Co-Ag Management activities at FHAPCO level. Senior Project/ Program officer at FHAPCO will have the following main missions:
  • Follow and coordinate the day to day FHAPCO-CDC Co-Ag activities,
  • Prepare CDC project application package and submit to PGO for continuation phase,
  • Lead project closeout execution phase in collaboration with Finance and procurement directorate
  • Monitor the program implementation and financial utilization at federal and regional level,
  • Collect data from region and federal level directorates who are using the fund and prepare progress report and submit to CDC

  • Supervise the pre and post-award requirements indicated in the Notice of Award and ensure its fulfillment according to rules and regulations,
  • Prepare the annual financial expenditure report in collaboration with Finance and Procurement Directorate and submit to CDC on timely basis,
  • Participate in CDC-Partners meetings and implement action given during the meetings,
  • Carry out other priority Planning, M&E activities assigned by the Directorate

POSITION: Monitoring and Evaluation Specialist
Number of required employees for the post: 1 (One)
Scope of Work:
The UPSNP Monitoring and Evaluation Specialist at Federal level based at UFSJCA/MUDHo will plan, coordinates and facilitates all M&E related activities of the UPSNP. He/she will be responsible for: establishing, implementing UPSN PROJECT M&E and reporting systems in UPSN PROJECT participating regions, cities and UFSJCA/MUDHo; monitoring and supervising UPSN PROJECT participating cities during implementation of M&E and reporting systems; and Capacity building for regional urban development bureaus and cities in areas involving UPSN PROJECT monitoring, evaluation and reporting and participation of citizens in City development. Specific duties and responsibilities are:
  • Coordinate with the UPSNP M&E Officers at Regional and city levels in maintaining a monitoring and evaluation system for the cities to ensure that verifiable data is supplied, analyzed, and reported as required;
  • Review existing M&E guidelines and design formats for monitoring;
  • Prepare results based Monthly, Quarterly Progress Report, SemiAnnual Report, Annual Report and other relevant reports (e.g. Annual Performance Report) for UPSNP according to the M&E reporting criteria;
  • Coordinate and plan baseline surveys, impact evaluation and other project related surveys and studies. Disseminate study reports and findings;
  • Regularly follow-up on Project implementation progress as per the key performance indicators;
  • Identify training needs for monitoring and evaluation and arrange and conduct training Projects for relevant Project consultant at regional and City levels;
  • Advise the Project Coordinator on all aspects relating to provision of up to date Project management information;
  • Assist cities and regions in the preparation of M&E reports, consolidate and submit quarterly monitoring and evaluation reports to the Project Coordinator;
  • Prepare and submit Monthly, Quarterly Progress Reports for UPSNP for period to October, January, April and July not later than 10 days of the end of each quarter;
  • Consolidate and submit Semi-Annual Reports for UPSNP for period July to January not later than the 1 of February each year;
  • Prepare and submit to UPSNP, Annual Performance Report for UPSNP for period July to July not later than August 7 each year;
  • Review and comment on M&E reports of cities and regions and assist cities and regions as necessary to ensure the quality of the reports;
  • Work with UPSNP team members and other Project implementing
  • partners to familiarize them with key performance indicators of the UPSNP
  • Participate in M&E and other training courses as appropriate;
  • Monitoring compliance with UPSN PROJECT PIM;
  • Collaborate and closely work with other PCU team members;
  • Perform other duties assigned by the Project Coordinator;
Special Qualifications Required
The UPSNP Monitoring and Evaluation Specialist should have experience in monitoring and evaluation of Projects. He or she should have adequate knowledge and understanding of Project implementation, and experience with monitoring and evaluation. The assignment also requires excellent report writing skills in both Amharic and English.
The Monitoring and Evaluation Specialist should possess the following qualifications/ competencies:
  • MSc degree or equivalent in social sciences, economics, management, social work, development studies or a related field; Master’s Degree that include, Project management and monitoring and evaluation preferred;
  • A minimum of 8/10 years’ experience in implementation of Projects and M&E for masters and bachelor respectively, preferably of infrastructure Projects Project/Project management, including experience in similar Projects and geographic areas, with 5 years of experience in aspects of Project management involving monitoring and evaluation systems and Capacity building for M&E in an urban development setting;
  • Excellent writing and communication skills in English, excellent report writing skills;
  • Excellent command of computer Projects and applications with significant capabilities in computerized database, spreadsheet constructions:
  • Excellent change management skills and strong commitment to sharing expertise and experience in order to develop others (helping others to achieve goals), resolving conflict successfully;
  • Knowledge of the urban sector issues in Ethiopia is an advantage;
Level of effort and Timetable:
It is expected that the assignment will start in July 2017 depending on availability. The Specialist will be based at UFSJCA/MUDHo with frequent travel to cities and regions and other destinations as necessary.
Contract: one year contract, with possible extension upon satisfactory performance of the consultant.
Remunerations: Negotiable / dependent on qualifications and experience.
Expected Deliverables
Specific Deliverables:
  • Review reports and comments on the Projects’ progress reports.
  • Weekly progress reports;
  • Implementation support mission reports
  • Documentation of all correspondences during implementation of infrastructure Projects.
  • Project Completion Report
