The Opportunity

The British Council is calling for expressions of interest from experienced and suitably qualified professionals to join the team as Technical lead on the Civil Society Support Programme (CSSP II). The role requires demonstrable technical knowledge and experience of working on civil society issues in Ethiopia, the Horn of Africa (HoA) or similar context. This post is based in Ethiopia for a duration of 3 years, commencing April 2018 and is contingent on the British Council-led consortium successfully securing donor funding.

The Project

 

The British Council has had a permanent presence in Ethiopia for over 70 years and has been engaged in delivering and managing civil society, governance and accountability programmes in Sub-Saharan Africa on behalf of major bilateral and multilateral donors. The British Council is leading a consortium for an anticipated DFID-funded programme to manage the delivery of grant support and capacity building activities to enable development of a professional civil society base, able to collaborate with government to meet the needs of the most marginalised people in Ethiopia.    

 

Role Requirements

 Required knowledge and experience: Essential 

 

  • An advanced University degree in Law, human rights, political or social sciences, or any other relevant discipline
  • Demonstrable professional and technical knowledge and experience of working on civil society issues in Ethiopia, the Horn of Africa (HoA) or similar context
  • A minimum of 10 years’ experience as a Team Leader / senior programme manager of highly specialist, culturally diverse teams in complex and dynamic international development programmes
  • Fluency and report writing skills in English 
  • Excellent knowledge of donor rules and regulations particularly fiduciary requirements from DFID, and/or EU in Sub-Saharan Africa as well as significant multi-donor donor-liaison skills
  • Demonstrable ability to work strategically and provide leadership and direction to meet programme deliverables
  • Demonstrable ability to influence key stakeholders and build and maintain effective working relationships with a range of stakeholders and partners
  • Experience of and familiarity with Monitoring & Evaluation tools and of ensuring quality delivery of reports and their timely submission, research experience would be an asset
  • Must demonstrate strong analytical skills using political economy analysis and research to inform programme delivery

 

Desirable:

  • Good networks in the sector in Ethiopia to ensure immediate operational ability
  • Working knowledge of Amharic or other language in the country / region is desirable

IFC’s SME Banking Advisory Services Program in the Africa aims to increase Micro, Small and Medium Sized Enterprises’ (MSMEs’) access to financial services by providing Financial Institutions (FIs) with capacity building and helping them adopt best practices.

 

IFC is in the process of entering agreement with a commercial bank in Ethiopia (the client) to deliver a Banking on Women Advisory Services project that commences in September, 2017. The project duration is expected to be 12 months and covers the following three modules:

 

· Module 1: Segmentation and Customer Value proposition

· Module 2: Staff training

· Module 3: Non-Financial Advisory Services

 

The team is looking to recruit an efficient, effective and motivated short-term consultant, a Project Coordinator, to support in the day to day management of the project.

 

This assignment is initially limited to 90 man-days from the date of engagement until 30 June, 2018.

 

The consultant will report to the SME Practice Group Lead, SME Banking, the Program Manager/Project Leader and the Regional SME Banking Specialist. She/he will work closely with the IFC and the client’s assigned work stream leads.

 

B. SCOPE OF WORK

 

IFC is seeking to recruit a Project Coordinator with working knowledge and experience in Ethiopia. More specifically the consultant will:

 

· Support the Project Manager in the day to day management of the project.

· Assist the Project Manager to coordinate activities to ensure deliverables are met. This will include but not limited to: follow up on data requests, arrange meetings with the Client and other third parties in relation to the project, attend onsite missions and take minutes, act as a translator where required.

· Assist in developing agenda for all required meetings with key stakeholders and process owners, before the on-site missions, detailing the following:

a. Invitees from client (department, position, etc.).

b. Duration of meetings.

c. Meeting objectives.

· Assist the Project Manager and team of specialists to draft mission reports/ project status updates, steering committee presentations and any other reports as may be required.

· Conduct desk research in relation to the project

 

C. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT

· Project Management reports such as Project Plan, Steering Committee reports, Meeting minutes

· Weekly project updates with Project Manager, and bi weekly project updates with Client’s project core team.

· Standardized templates/documents that will support project delivery

· Research reports.

D. TIMEFRAME AND LEVEL OF EFFORT

 

The estimated level of effort is a maximum of 90 man-days until June 30, 2018. Additional days may be given at the discretion of IFC.

 

E. SPECIFIC INPUTS TO BE PRESENTED

 

IFC will provide reports and any information on the project that is relevant to this assignment.

 

F. SPECIAL TERMS & CONDITIONS / SPECIFIC CRITERIA

 

• Bachelor degree in finance, business, marketing, economics or international development and at least 2 years’ work experience in the private sector.

• Must be fluent in Amharic and resident in Ethiopia

• Understanding of financial sector, banking experience is preferable;

• Excellent verbal and written communication skills in the English language, including the ability to draft reports independently and develop content aimed at both internal and external audiences.

• Team player with good problem solving and analytical skills, with an ability to execute the tasks timely and effectively.

• Organizational, and communications skills, including the ability to work credibly with senior staff

• Ability to work effectively, independently and under pressure with limited supervision

The Senior Grants Manager will increase the capacity of the Ethiopia Grants and Partnerships Team during a particularly heavy proposal development period; second, to provide capacity development and training support to current members of the Grants and Partnership Unit re: project design, proposal development, donor compliance, BVA, OTIS and budget development.

The Senior Grants Manager will contribute to overall grants management at IRC Ethiopia. The position reports to the Senior Grants Coordinator. This position is based in Addis Ababa with occasional trips to field sites, if needed. The Senior Grants Manager will work collaboratively with the all 10 members of the Grants and Partnership Unit, the technical coordinators, operations team, and the finance team.

Responsibilities:

  1. Proposals

  2. Lead coordination of proposal development (including logframe meetings) working with program staff and ensuring proper review at the HQ level, gathering input from technical coordinators, technical advisors, Research, Monitoring and Evaluation staff, and the Regional Unit.

  3. Write budget narratives, edit proposals, and ensure proper proposal and grant management procedures are followed.

  4. Act as focal point with donors in-country for the proposal development process, as needed.
  5. Monitor and support the use of management tools such as Budget vs. Actual (BVA) for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.
  6. Liaise with NY and UK grant units in order to ensure proposals meet internal standards, apply IRC's Outcomes Evidence Framework (OEF), are in line with IRC Ethiopia's Strategic Action Plan (SAP) and are donor compliant.

  7. Reporting

  8. Support the Grants and Partnership Unit's members in the reporting process with in-country staff for updates and HQ for approvals before submission to the donor.

  9. Ensure that reports to donors are submitted on time; that reports are coherent and accurate (quarterly, interim or final reports).

  10. Play a key role in Grant Opening and Closing meetings, as well as monthly/regular grants management meetings (BVA meetings) which include representation from each unit (finance, programs, logistics) and ensure proper follow up of issues raised.

  11. Donor Compliance

  12. Research donor compliance issues for new opportunities or existing grants, as needed.

  13. Review donor agreements and coordinate their review with the relevant IRC HQ office.

  14. Ensure that grants are implemented in compliance with IRC and relevant donor regulations.
  15. Maintain and update grant files related to proposals.
  16. Support the Partnerships Team to ensure that partnership and sub-grant related administrative processes and procedures are consistently implemented throughout the program, including pre-award compliance checks, agreements, and disbursements and reporting.

  17. Communication and Information Management

  18. Distribute to IRC staff all documentation (grant proposals, reports, budget, etc.) related to their specific programs.

  19. Keep an updated inventory of all communications related to programs/donors and ensure communication and visibility requirements are met.

  20. Management and Capacity Building

  21. Provide on-the-job training to Grants and Partnerships Unit's members. Topics may include BVA, OTIS, project design, proposal development, budget development, Grant Opening and Grant Closing meetings etc.

  22. Administrative/Other

  23. Ensure OTIS data is up to date for all assigned new proposals. Secure all OTIS approvals for the assigned new proposals prior to submission to the donor.

Job Requirements:

  • Masters degree or equivalent in international affairs, development or related subject
  • Fluency in English, spoken and written.
  • At least three years of IRC experience working in project and/or grants management and proposal/business development/design
  • Prior knowledge of donor regulations (UNHCR, OFDA, USAID, ECHO, DFID, SIDA, UNICEF, etc.)

CIP’s vision is to contribute from its areas of expertise to the fulfillment of the Millennium Development Goals (MDGs), in particular those goals that relate to poverty, hunger, child and maternal mortality, and sustainable development. CIP has its headquarters in Lima, Peru with staff and activities in locations across Africa, Asia and Latin America. CIP is a member of the Consultative Group for International Agricultural Research, a network of 15 research centers mostly located in the developing world and supported by more than 60 donor members.
Main duties & responsibilities:
Finance
  • Oversee the financial operations of the country office and ensure timely delivery of financial reports, including cash and bank management, payroll, ledgers and other aspects of the country’s financial management;
  • Responsible for entering financial information, timely month end close, and maintaining all financial records for projects and for the organization;
  • Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards;
  • Liaise with the Projects Finance Specialists in the monitoring and review of partners reports;
  • Manage financial controls, analyze office and project budgets, and make recommendations on budget expenditures. Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year;
  • Support the Country Manager and Project Managers, in coordination with the Project Finance Specialist, with project budget monitoring and review;
  • Ensure that all financial reporting is completed on time;
  • Oversee the country statutory annual audits
Administration:
  • Responsible for the administration of insurances, contracting and administrating services in according to the Center’s standards and policies;
  • Responsible for country legal and statutory compliance;
  • Compute taxes owed and prepare tax returns, ensuring compliance with payment, reporting or other tax requirements;
  • Manage fixed assets of the Center, review and support the preparation of inventories;
  • Responsible for procurement of goods and services;
  • Responsible for the coordination of IT issues with headquarters, serving as IT Key user.

Monthly Base Salary: Birr 30,863.00 (Negotiable depending on experience, skill and salary history of the candidate).

Tasks: the main focus of the task is professional support to Program managers (AVs) in the planning and monitoring of expenses and costs. All tasks are performed in close coordination with the responsible Head of Finance and Administration (LFA) and under his/ her supervision.

BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture. 

The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources and the Transformation Council. Within the Agency, issues are divided into four different pillars: Crops & Natural Resources which includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Livestock which includes Animal Health, Genetic Improvement, and Feed & Feeding; Agribusiness and Markets which includes Market Development, Rural Financial Services, Private Sector in Agriculture, and ICT for Agricultural Services; and Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the agency. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.

POSITION SUMMARY:

Agriculture oriented enterprises that are essential to make value chains competitive are largely missing in Ethiopia, in particular across the downstream end of the value chain. A number of challenges have contributed to the absence of sufficient number of agriculture enterprises, chief among them an under-developed business ecosystem “building blocks” such as access to appropriate and timely financial services, management and sector expertise, support businesses, and under-developed downstream processing/manufacturing capabilities. There is thus a need for targeted support to spur the growth of agriculture oriented enterprises that can address this gap.

 

In many other countries, well-designed and well-financed Agribusiness Accelerators have shown the ability to fill such gaps through comprehensive business development services and funding for start-ups and growth of agro-enterprises. The Ethiopian Agribusiness Acceleration Platform (EAAP) project will test and validate the accelerator concept for Ethiopia. The EAAP, in its initial years, will have both value chain focus as well as product and service offerings to demonstrate its impact. It will anchor its activities around identification and operational capacity building of small and medium enterprises (SMEs) for investment readiness and scale up, and provision of matching seed grants to the most promising SMEs. The value chain focus for testing the accelerator model will be on Honey given its agro-ecological strengths, strong existing demand sinks, high degree of investment attractiveness, strong government support, and other parallel investments that create opportunities for significant leverage.

 

The EAAP has admitted a local honey and beeswax processing company as one of the participants in the Platform. The Platform plans to support the company in diversifying and strengthening its supply chain through the hiring of an Apiculture Expert that will be responsible for overseeing a sustainable and scalable contract farming scheme. A well designed and mutually beneficial contract farming arrangement between the company, on one hand, and small holder beekeepers and aggregators, on the other hand, will be beneficial to all parties. The company will access a sustainable supply of required volumes and quality of honey and beeswax, while small holder beekeepers and aggregators will have access to a reliable market, modern beekeeping inputs and extension services.

 

The Apiculture Expert position is a secondment position to the local honey and beeswax processing company. The Apiculture Expert will be responsible for the coordination and provision of beekeeping training in selected geographies in the Oromia and SNNP Regions. Specifically, the Apiculture Expert will be providing technical support and guidance based on best practices to the company’s experts at woreda and kebele levels. The Apiculture Expert will closely work with the company’s experts, beekeepers and aggregators and other key stakeholders to ensure an increasing and consistent production of high quality honey and beeswax.

 

The Apiculture Expert will work closely with different departments within the company and the EAAP project team serving as the focal person for matters related to the technical part of the project. The Apiculture Expert will also work with the Federal and Regional Agricultural Commercialization Clusters Initiative within ATA and with different stakeholders such as Regional Bureaus of Livestock and Fisheries, Zonal, Woreda and Kebele level government bodies, relevant associations, development partners and other private sector market actors to enhance and ensure a mutually beneficial contract farming scheme.

This position will officially report to the Sourcing Manager of the company.

 

ESSENTIAL DUTIES

·         Assist the Sourcing Manager in the design and implementation of a contract farming scheme in selected geographies

·         Lead the development of market oriented and seasonal based beekeeping management and quality control curriculums

·         Provide technical assistance to the company’s experts in the woredas and kebeles to effectively train and follow up beekeepers and aggregators

·         Lead the screening and selection of beekeepers and aggregators in designated geographical areas

·         Coordinate and provide training to beekeepers and aggregators including, but not limited to, apiary site selection and preparation, hive construction and inspection, colony multiplication and transferring, bee forage development, disease and pest control, harvest and post-harvest handling, quality control and traceability, etc. in consultation with the Sourcing Manager and the EAAP project team

·         Coordinate the timely delivery of inputs to selected beekeepers and aggregators based on their needs

·         Coordinate, direct and control the performance of company’s experts in the woredas and kebeles

·         Coordinate the monitoring and evaluation of the company’s apiculture experts at the woreda and kebele level of the technology adoption, production and income increase of  beekeepers

·         Facilitate the quality testing, collection and storage of honey and beeswax in collaboration with the Sourcing Manager

·         Monitor organic certified production and traceability systems

·         Facilitate the establishment and supervise the operationalization of demonstration sites and collection centers

·         Keep up-to-date with new beekeeping practices, select those relevant to company’s suppliers and coordinate their testing in the demonstration sites

·         Prepare data-base of beekeepers and aggregators which are working with the company in the designated areas and tracks their performance regularly

·         Ensure suppliers of honey at the demonstration and other sites are issued with appropriate documents acknowledging receipts of quantity and quality supplied

·         Integrates and aligns objectives and activities with the company’s team, EAAP team and with other ATA programs and projects to achieve synergies and generate the intended outcomes that impact the broader agricultural system

·         Document lessons and experiences from the project

·         Engage and closely work with zonal, woreda and kebele level administration offices and livestock experts to foster effective linkages and align with national and regional policies, strategies and programs focused on the Honey and beeswax value chain

·         Regularly reports to the Sourcing Manager of the company and the Senior Apiculture Expert of the EAAP on progress, lessons drawn, risks, challenges and constraints of the work

 

Job Requirements:  

REQUIRED QUALIFICATIONS

·         Bachelor’s and/or Master’s degree in Apiculture or Animal Science

·         At least 5 years (Bachelors) or 3 years (Masters) of experience in apiculture and/or honey production, value chain development, and program/project coordination

·         Specific hands-on experience in training beekeepers, hive construction, hive inspection and management, colony transfer, establishing and managing demonstration sites, pre-harvest, harvest and post-harvest handling of honey and beeswax. 

PREFERRED QUALIFICATIONS

·         Strong knowledge in honey and beeswax quality standards, food and quality control, beekeeping input specifications, traceability system, and organic certifications

·         Proven experience in supporting, coaching and inspiring small holder farmers

·         Excellent stakeholder management skills including thorough extensive experience with beekeepers, cooperatives, government institutions, development partners, and private sector stakeholders

·         Strong knowledge of how the entire sector operates and how public, private and informal actors interact

·         Proven experience in directing and managing employees

·         A proven ability to keep up-to-date with relevant beekeeping technologies and practices through maintaining networks of collaboration with technical specialists

·         Demonstrated team player with good people management skills

·         Demonstrated track record of success with program design, performance management, learning systems, and monitoring and evaluation

·         Must possess a valid driver license

·         Practical experience in piloting, implementing, scaling up ideas/solutions

·         Strong capabilities in problem solving, project and stakeholder management

·         Exceptional ability to communicate consistently, clearly and effectively with a range of stakeholders in a cross-cultural environment

·         Ability to work and perform under pressure and in a dynamic, fast-paced environment
