Purpose of the Position: CRS Ethiopia is seeking a Livelihoods Specialist for the anticipated Livelihoods for Resilience Activity, a five-year USAID- funded Feed the Future project. The project will focus on livelihoods and will work in PSNP communities in PSNP communities in Oromia: ZewayDugda, ArsiNegele, Shala, ATJK, Dodota, Sire, Siraro, and Boset.

Job Summary: The Livelihoods Specialist will provide strategic vision, leadership and technical assistance in improving the overall performance of the livelihood activities in Livelihoods for Resilience Activity project. The incumbent will be responsible for increasing quantity, quality, and competiveness of the income generating activities. (IGAs), both off-farm and on-farm, supporting the formation and functioning of Livelihood Groups (LG5), and savings groups. The incumbent will support rural businesses and SMEs to improve their products/services, improve their processes, add new functions, and enter new market channels. In addition, the incumbent will support the programs efforts to link the rural poor to employment opportunities. The incumbent will have a background in agricultural production, market assessments, rural market linkages, and capacity building in value chains.

Summary of Duties and Responsibilities:

Specialist must:
Leadership and Representation:
Under the guidance of the COP, provide leadership, supervision, and oversight of project activities relating to all program activities that seek to improve the performance of all livelihoods activities in the program, ensuring efficient and effective project implementation including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.
Work with the COP and M&E Manager in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities.
Program Quality and Management:

  • Collaborate with CRS staff to develop capacity building training to support implementing partners in the area income generating activities (IGAs)
  • Provide technical leadership to program activities related to on-farm and off-farm IGAs, and generating employment opportunities.
  • Establish new Village Economic and Social Associations (VESAs) and strengthen existing ones.
  • Provide overall support for IGAs and VESA development to the program;
  • Conduct market assessments for IGA activities and labor markets
  • Support value chain assessments
  • Work with TVETS, Community Skills Training Centers (CSTCs), and Farmer Training Centers (FTCs) to deliver employment training to PNSP beneficiaries
  • Ensure the quality and appropriateness of activities to achieve the target indicators in a cost-effective, timely, and sustainable manner;
  • Ensure that activities have a strong private sector orientation so that all IGA and VESA activities chains make progress towards becoming market-oriented and financially sustainable;
  • Assist growers and processors to adopt new technologies and techniques to increase the quality and quantity of production;
  • Perform any other duties as assigned by the CoP

Supervision:

  • Assist with the hiring, orientation, and training of key staff to build a technically strong, well supported, motivated team.
  • Provide direction and technical advice through quarterly coaching sessions and daily support.

Required qualifications:

  • An advanced degree in a relevant field including international development, agriculture, business, marketing, labor market, climate adaptation and/or food security. An advanced degree can be substituted with an additional 3 years of relevant experience.
  • Minimum 5 years (8 years preferred) demonstrated experience with USG or other similar development projects focused on livelihoods (preferably with experience related to on-farm, off-farm and employment livelihoods),resilience and vulnerable households, preferably Ethiopian with understanding of the Ethiopian context
  • Spoken and written proficiency in English
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector
  • Excellent verbal and written communication skills in both English and Amharic;
  • Established relationship with and/or substantive knowledge of agribusiness firms in the livestock sector, both within Ethiopia and internationally;
  • Experience with USAID project implementation;
  • Strong Microsoft Word and Excel skills

  • Work with TVETS, Community Skills Training Centers (CSTCs), and Farmer Training Centers (FTCs) to deliver employment training to PNSP beneficiaries

Supervision:

Required qualifications:

  • Minimum 5 years (8 years preferred) demonstrated experience with USG or other similar development projects focused on livelihoods (preferably with experience related to on-farm, off-farm and employment livelihoods),resilience and vulnerable households, preferably Ethiopian with understanding of the Ethiopian context
  • Spoken and written proficiency in English
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector
  • Excellent verbal and written communication skills in both English and Amharic;
  • Established relationship with and/or substantive knowledge of agribusiness firms in the livestock sector, both within Ethiopia and internationally;
  • Experience with USAID project implementation;

Major duties and responsibilities
  • Working as technical specialist to join telecommunication project implementation under PM management. 
  • Handle customer technical requests, including software faults, and provide prompt response with efficient solution.
  • Handle software requirement, clarify with customer and output the requirement specification documentation
  • Design system tuning plan, such as upgrade or update, perform system operation independently during the time window.
  • Take the responsibilities for customer satisfaction and network stability.

Job Requirements
Required Skill and Qualification
  • Bachelor degree or above in in Telecommunication technology from a recognized university.
  • 3+ years’ work experience relevant to telecommunication, or IT project implementation or maintenance.
  • prior will be given for  whom have work experience in Telecom company and acquire certificate like Linux , Unix Administrator or DBA administrator
  • Have good knowledge in aspect of relational database; Have rich experience in SQL operation.
  • It’s better have experience for Ericsson CS, ZTE CC&B, Huawei CRM/CBS project
  • It’s better familiar as “customer relationship management system”, ”Convergent billing system“ or “Mobile Payment System”
Basic requirement for the position
  • Fluency at English as working language both Spoken, written & communication
  • Computer and Ms Office application skill is required (Excel, Word, PowerPoint).
  • Good coordination ability and team work spirit

  1. Lead the development of service quality assurance tool for the comprehensive HIV prevention, care, and support and treatment services

 

  1. In consultation with the M&E team institute data quality assurance tool for the CHCT project
  2. In consultation with FHAPCO and FMoH develop a community based HIV Testing Services (HTS) and home based self-testing  quality assurance mechanism
  3. In consultation with FHAPCO and FMoH develop a community based ART adherence support services quality assurance mechanism
  4. Develop a community based TB, STIs, Malaria, family planning and Safe Water, Sanitation, and Hygiene (WASH)service quality assurance tool
  5. Train and provide regular technical assistance to regional and community level actors including LIPs and PLHIV associations on the service quality assurance tool
  6. Represent the CHCT program in quality related national technical working groups

Qualifications and Experience

  • Master’s Degree in Public Health or equivalent with minimum of seven years of professional experience is required
  • Previous experience of three years or more in similar or comparable positions.
  • Demonstrated experience in program data quality assurance in health and HIV/AIDS projects.
  • Demonstrated ability to communicate clearly and concisely in written and spoken English.
  • Proven ability to develop effective working relationships with important stakeholders and partners.
  • Excellent organizational and prioritization skills, and attention to detail.

The program aims to accelerate and sustain HIV epidemic control in Ethiopia in the selected scale up woredas of Amhara, Tigray, Oromia, Harari, Gambella, Somalia, Benishangul Gumuz, Afar and SNNP regions, as well as Addis Ababa and Dire Dawa city administrations. The objectives and interventions are designed to impact UNAIDS 90-90-90 goals and address Ethiopia’s challenges associated with delivering community based HIV care and treatment services.
